On Aug. 14, 1986, the University of Alaska Board of Regents requested Gov. Bill Sheffield to reconsider the $6 million slash to the university’s budget to avoid future financial emergencies in the university’s system. If the request were to be denied, the university president has the authority to declare a “financial emergency,” in effect allowing the university to change teacher and employee contracts to better fill the university’s deficit.
