On Nov. 28, 1986, Gov.-elect Steve Cowper and the rest of the state was busy, with Cowper’s campaign spokesman David Ramseur expected to take over as the governor’s press secretary. Cowper named Patty Kastelic — who ran Cowper’s Fairbanks base, was president of the Fairbanks’ Women In Crisis-Counseling and Assistance Shelter and was a member of the National Organization for Women — was put in charge of coordinating Cowper’s daily meeting schedule.
The City and Borough of Juneau Assembly had still not decided on who to hire to be its lobbyist during the upcoming legislative season, prolonging the discussion until Monday.
