On Nov. 7, 1986, Governor-elect Steve Cowper chose Hugh Malone to head his nine-month transition team. Malone, who was previously a member of the Alaska Permanent Fund Board of Trustees and a former Alaska House Speaker, was to oversee the budget, policy and government organization for the transition.
The Alaska Municipal League planned to host its 36th annual conference the next week, featuring both incumbent Gov. Bill Sheffield and Gov.-elect Steve Cowper as speakers. Four hundred people registered to attend the conference, including all of the City and Borough of Juneau Assembly members. Juneau Mayor Ernie Polley planned to ask the governors for clarification of the Open Meetings Act at the conference, given the controversy over hosting a meeting with other Juneau Assembly members without publicizing it beforehand.
Meanwhile, the city Harbors Board committee contemplated placing a fisheries terminal at Harris Harbor. The original idea was posed months earlier, but the board had yet to proceed with the suggestion.
A Juneau resident was shot accidentally in a hunting incident and taken to Bartlett Memorial Hospital.
